Together with USAID and the Carvajal Foundation, we implemented the Participa+ Model to strengthen citizen participation at the local level. In this case, community participation in public policy decision-making was channeled through the creation of a virtual platform called Marea Digital, which served to consolidate a participatory, critical and active citizenry in Buenaventura.
